Transurban Group Limited (ASX: TCL) bid to acquire a majority stake in Horizon Roads has been met with opposition from the Australian Competition and Consumer Commission (ACCC). The ACCC's decision is rooted in the belief that this acquisition could significantly reduce competition for future toll road concessions in Victoria, Australia. Transurban, the nation's largest toll road operator, currently manages Melbourne's CityLink and is overseeing the construction and operation of the West Gate Tunnel toll road.
Meanwhile, Horizon Roads controls the EastLink toll road in Melbourne, serving as the sole private toll road operator in Australia, apart from the government-operated North East Link, set to open in 2028. ACCC Chair Gina Cass-Gottlieb expressed concerns about Transurban's potential monopoly, highlighting the importance of rival operators and the objections raised by various stakeholders, including the Victorian Government.
